THE Mandaue Causeway Road located at the North Reclamation Area in Mandaue City is now officially named Ouano Avenue.

This comes after President Rodrigo Duterte signed Republic Act (RA) 11730 on April 29, 2022, renaming the causeway to honor the Ouano family, whose members have been serving Mandaue City since the early 1900s.

Ouano Avenue covers a total distance of 2.489 kilometers. It starts from the corner of SB Cabahug St., traversing to the Tipolo Creek in Barangay Centro and the Mandaue Reclamation Area, up to the bridge over the Mahiga Creek at the Cebu International Port.

RA 11730 specified though that the Don Andrea Soriano Avenue, fronting the Mandaue City Cultural and Sports Complex, will not be a part of Ouano Avenue, consistent with Mandaue City Ordinance 97-005, which was promulgated on March 7, 1997.

In a Facebook post Monday, May 23, Rep. Emmarie “Lolypop” Ouano-Dizon (Cebu, 6th) expressed gratitude to her colleague, Rep. Pablo John “PJ” Garcia (Cebu, 3rd), who authored the law.

Under RA 11730, the Department of Public Works and Highways is mandated to issue the necessary rules, orders, and circulars to implement the provision of the act within 60 days of its effectivity.

Members of the Ouano clan have been serving Mandaue City since the 1900s in several government positions, such as barangay captains, municipal and city councilors, and vice president.

Some of the well-known members of the Ouano clan who had served Mandaue City were the late Alfredo “Pedong” M. Ouano and his son, the late Thadeo “Teddy” Ouano.

Alfredo served as city mayor from 1988 to 1998 while Thadeo served as city mayor from 1998 to 2007.

Alfredo died in 2014 while Thadeo died two years later.
